• On 6/3/2021 MHP owner contacted the Central Valley Regional Water Quality Control Board inquiring about <br /> WWC. In 2021 the County conducted continuous site inspections for odor complaints and raw sewage releases <br /> straight to an on-site pond. In addition, effluent discharge is greater than 10,000 gpd, which requires Islander <br /> MHP to be permitted by the Central Valley Regional Water Board. However,facility WWTP <br /> improvements/upgrades will need to be done immediately to comply with recent Nitrate Control and CV Salts <br /> programs' requirements. Given the DAC status of the community(see 2022 Income Survey report),the facility <br /> owner is financially unable to perform any of the necessary upgrades and is seeking to consolidate with the <br /> nearby Oakwood Lake Water District (OLWD, sewer) and the City of Manteca (sewer and water). <br /> • On 02/01/2022 Central Valley Regional Water Quality Control Board staff(Dania Jimmerson) was assigned to the <br /> project and initiated WWC efforts on behalf of the MHP residents. <br /> • On 02/14/2022 1 contacted DFA, described the project, and inquired about the possibility of funding since the <br /> community was not listed as DAC at that point. <br /> • On 02/14/2022 1 contacted RCAC, described the project, and inquired about the possibility of RCAC assisting <br /> with an Income Survey,given that the background of the community indicated the MHI was not representative. <br /> RCAC was interested in the project and willing to help. <br /> • On 02/16/2022 1 met with the City of Manteca representatives and provided a brief overview of the Wastewater <br /> Consolidation (WWC) Program,the funding available, and the next steps regarding the potential Islander MHP <br /> WWC Project (septic-to-sewer). <br /> • On 02/17/2022 1 met with San Joquin County representatives to provide them with the outcome of the mtg with <br /> the City and their respective support and the next steps for the project. <br /> • On 03/1/2022 1 met with the Islander MHP owner and provided her a brief overview of the Wastewater <br /> Consolidation (WWC) Program,the funding available, and the next steps regarding the potential Islander MHP <br /> WWC Project(septic-to-sewer), especially the Income Survey as an essential component of the overall process. <br /> • On 03/15/2022 RCAC initiated the Income Survey Process which was completed on 10/28/2022 with DFA's <br /> approval of RCAC's Islander MHP MHI Survey Final Report (see attached). <br /> • On 11/6/2022 initiated coordination with SAFER staff, Brian Kidwell, and provided an overview of the project, <br /> the outcome of the recently completed Income Survey, and the fact that the community was also interested in <br /> Drinking Water Consolidation. <br /> Throughout the survey and after its completion, I have met on multiple occasions with the MHP owner, City, OLWD, San <br /> Joaquin County representatives, and SAFER staff to provide them with an update on the project and confirm their <br /> preliminary consensus to move forward with the project (see OLWD support's letter and City's and MHP owner Letters <br /> of Intent for WWC& DWC). <br /> 3 <br />
