r*`, <br /> RCAC <br /> www rcac.org <br /> Introduction <br /> The Islander Mobile Home Park (MHP) is located in the City of Manteca, San Joaquin County, <br /> California. <br /> Islander MHP has an aging wastewater system that is out of regulatory compliance with the <br /> County and Regional Board's permit requirements. Islander MHP would like to pursue planning <br /> application funding to scope the feasibility of consolidation with City of Manteca wastewater <br /> treatment facility. <br /> To be eligible for optimal funding options, Islander MHP needs to establish the Median Household <br /> Income (MHI) for the wastewater service area boundary. Islander MHP requested that Rural <br /> Community Assistance Corporation (RCAC), a private, nonprofit organization, perform the MHI <br /> survey under a grant from the Health and Human Services program for submittal to the State <br /> Water Resource Control Board-Division of Financial Assistance (SWRCB-DFA). <br /> Survey Validity Period <br /> The survey results are valid for up to five years from the date of the final survey report. The <br /> Funding Agency holds the right to audit the data five years from the date of the final report. The <br /> Funding Agency is not obligated to use the income survey MHI to determine funding eligibility if <br /> there is reason to believe the data is no longer accurate. <br /> Survey Rationale <br /> Islander Mobile Home Park is situated across two non-disadvantaged block groups and the <br /> available MHI data for the wastewater service area boundary may not be representative. Islander <br /> MHP requested RCAC conduct an income survey to determine the Disadvantaged Community <br /> (DAC) status for planning grant funding eligibility. The addresses of those surveyed are attached <br /> and titled "Resident List of The Islander Mobile Home Park" (see Exhibit B, pages 13-15). <br /> Income Survey Methodology <br /> Funding agency guidelines require that an impartial agency conduct the income survey using an <br /> approved format. <br /> A unique survey number is randomly assigned to each household receiving a survey <br /> questionnaire to maintain the respondent's anonymity. The customer's personal information <br /> (name, phone, etc.) is considered confidential and is not provided to any funding agency or other <br /> entity. RCAC will retain the original survey forms containing personal information on file at their <br /> corporate office, 3120 Freeboard Drive, Suite 201, West Sacramento, California, 95691 for seven <br /> (7) years. <br /> The owners of Islander MHP provided RCAC with addresses for the units used in the survey. <br /> RCAC developed the letters and survey form based on the Policy for Developing the Fund <br /> Islander Mobile Home Park,MHI Final Report: Prepared by RCAC—October 2022 3 <br />
