FINDINGS FOR SITE APPROVAL <br /> PA-2200266 <br /> MOSSDALE & ASSOCIATES <br /> I. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the proposed boat,boating accessory and golf cart sales <br /> facility (Use Type= Equipment Sales and Repair- Leisure) may be conditionally permitted in <br /> the C-FS (Freeway Service- Commercial) zone with an approved Site Approval application_ <br /> The project site has a General Plan designation of C/FS(Freeway Service)for which C-FS is <br /> an implementing zone.Therefore,the proposed boat, boating accessory and golf cart sales <br /> facility is consistent with the goals, policies, standards and maps of the General Plan and <br /> there are no Master Plans, and/or Specific Plans. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because adequate utilities,access roads,sanitation,drainage and <br /> other necessary facilities are being proposed by the applicant_The site will be served by an <br /> on-site well,on-site septic system and on-site water retention pond which are allowed in the <br /> General Plan for properties that are currently designated C/FS_The proposed well and septic <br /> system must be maintained under a permit by the San Joaquin County Environmental Health <br /> Department_ Additionally, as an ordinance requirement, the property is required to-Keep all <br /> storm drainage on site and follow all San Joaquin County- Public Works rules and <br /> requirements pertaining to storm drainage_ <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 143.85-acre parcel is of adequate size and shape to <br /> accommodate the proposed use, building coverage, setbacks, and other requirements of <br /> the Development Title. The 6.5-acre area where the proposed use is being requested is of <br /> adequate size to accommodate the 7,500 square foot boat showroom building and 2,500 <br /> square foot shade structure_ Existing development and required improvements should not <br /> be impacted by the construction of the 7,500 square foot showroom building and 2,500 <br /> square foot shade structure. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the proposed boat, boating accessory and golf cart sales <br /> facility has been conditioned to meet San Joaquin County development regulations that <br /> protect public health, safety, and welfare and ensure the project is not injurious to adjacent <br /> properties. There was an Air Impact Assessment performed for the project which was <br /> reviewed by the San Joaquin Valley Air Pollution Control District(SJVAPCD),which resulted <br /> in mitigation measures. These measures have been incorporated into the projects <br /> Conditions of Approval. Additionally, the Initial Study prepared for this project found no <br /> potentially significant environmental impacts that could not be mitigated to a less than <br /> significant impact. <br /> PA-2200266— Findings 1 <br />
