Environmental Health Department <br />8. Describe the categorization and disposal procedures for “controlled substances” pharmaceutical <br />wastes, regulated by the federal Drug Enforcement Agency: <br />9. Describe the Emergency Action Plan that the facility will follow to ensure the proper disposal of <br />or <br />10. Describe the Closure Plan to be used at the termination of treatment of medical waste at the facility. <br />Decontamination of treatment equipment and the remainder of the facility shall use one or more of the <br />following methods listed in HSC § 118295: <br />a. Exposure to hot water of at least 82° Centigrade (180° Fahrenheit) for a minimum of 15 seconds <br />b. Exposure to chemical sanitizer by rinsing with, or immersion in, one of the following for a minimum of <br />three minutes: Hypochlorite solution (500 ppm available chlorine), Phenolic solution (500 ppm active <br />agent), Iodoform solution (100 ppm available iodine), Quaternary ammonium solution (400 ppm <br />active agent). <br />N/A - We do not perform onsite treatment. <br />Page 10 of 11Version: 7-1-25 <br />SAN JOAQUIN <br />-COUNTY— <br />The licensed medical waste hauler will be contacted immediately to arrange emergency pickup <br />alternate disposal. If a spill or release occurs, staff will follow the facility's Spill <br />Response Plan for containment, cleanup, and reporting. <br />The medication (liquid or tablet) is deposited into the container, which immediately begins chemical denaturing. <br />Once full, the container is sealed, labeled, and disposed of through a DEA-registered reverse distributor or <br />hazardous-waste vendor. <br />medical waste in the event of equipment breakdowns, natural disasters, or other occurrences: <br />In the event of equipment failure, natural disasters, or other emergencies, the facility will <br />securely contain all medical waste in approved, labeled containers and store it in a safe, <br />controlled area until disposal services resume. <br />Documentation (DEA Form 41 or facility log) and two-person witness verification are required. <br />Chemical Deactivation Systems (Preferred for Small Facilities) <br />Commercial products such as Cactus Smart Sink, RX Destroyer, or Drug Buster contain a chemical polymer or activated <br />carbon that neutralizes controlled substances. <br />All actions will be documented, and staff will receive annual training to ensure proper waste <br />handling during emergencies.
