Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />December 28,2022 <br />Facility Address: <br />3200 E EIGHT MILE RD, STOCKTON <br />Facility Name: <br />CALGON CARBON <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR -Notice to Comply) <br />RemarksItem # <br />8 HSC 25505(a)(4) Failed to establish and electronically submit a reasonable or an adequate training program. <br />OBSERVATION: The training program was lacking and insufficient. The training did not address : <br />1.Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />REGULATION GUIDANCE: Training programs for all employees and annual training, including refresher courses, <br />shall include familiarity with the facility's Emergency response plans and procedures in the event of a release or <br />threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> These training programs may take into consideration the position of each employee. <br />CORRECTIVE ACTION: Immediately prepare or update the facility's training program, log into the California <br />Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, <br />and submit to the EHD for approval. <br />This is a Class II violation. <br />FA0023859 PR0541631 SC001 12/28/2022 <br />EHD 19-01 Rev. 12/06/2021 Hazardous Materials Program OIRPage 4 of 7 <br />1868 E.
