Project History <br /> Partner completed a Phase 1 Environmental Site Assessment Report(Phase 1) for the subject property, dated <br /> May 17, 2021, on behalf of Western Alliance Bank.The subject property is located on the south side of West <br /> Fremont Street within a mixed commercial/industrial area of San Joaquin County. The subject property is <br /> currently occupied by Delta Wireless and Portside Machine Shop for commercial/industrial use. Onsite <br /> operations consist of technology installation/offices and a machine shop activity. In addition to the current <br /> structures, the subject property is also improved with asphalt-paved parking areas, associated landscaping, <br /> drainage features, trash enclosures, and a pad-mounted transformer. <br /> According to available historical sources, the subject property was formerly undeveloped as early as 1913; <br /> developed with a portion of the existing building as early as 1957; and developed with the existing building <br /> in its current configuration by at least 1993. Tenants on the subject property include Amfac Electric Supply <br /> Co/National Electric Supply(1970-1984); Haack Machine Shop and Tool (1984);Spaman Spas/Delta Spa and <br /> Pool (1990 and 1994); Carter Distributing (1994 and 1996), Portside Machine Shop (1981 to Present), and <br /> Delta Wireless (2003-Present). <br /> The following recognized environmental condition (REC) was identified in the Phase I: <br /> • Tenants of the subject property between the 1950s and 1970 are unknown (at least 13 years). <br /> Further,the subject property has been operated by various machine shop facilities since at least the <br /> early-to mid-1980s.These machine shop operations are known to have and continue to use various <br /> regulated and/or hazardous materials. Thus, based on at least 13 years of unknown operations at <br /> the subject property during the 1950s and 1960s as well as at least 37 years of machine shop <br /> operations having been conducted onsite,the historical uses of the subject property are considered <br /> to represent an REC to the subject property. <br /> According to the California Regional Water Quality Control Board's online Geotracker database, the depth <br /> of groundwater in the vicinity of the subject property is inferred to be approximately 5 feet below ground <br /> surface (bgs) and groundwater flow is inferred to be toward the north. <br /> Objective <br /> The main objective of the project will be to evaluate the potential impact of volatile organic compounds <br /> (VOCs) soil and groundwater as a consequence of a release or releases from the identified REC. <br /> To investigate the identified REC, Partner will conduct a Phase 11 Subsurface Investigation. The investigation <br /> scope will include the advancement of four borings to facilitate the collection and analysis of soil and <br /> groundwater samples. <br /> The proposed investigation scope is designed to evaluate the objective. Based on the investigation results, <br /> regulatory conditions, and/or client requirements, subsequent investigation and consulting may be <br /> necessary. <br /> Scope <br /> Sampling procedures will generally conform to the requirements of the San Joaquin County Environmental <br /> Health Department (SJCEHD), the SWRCB, the Department of Toxic Substances Control (DTSC), and the <br /> United States Environmental Protection Agency(EPA).
