SAN J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MORADA PRODUCE 500 N JACK TONE RD, STOCKTON October 26, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br /> OBSERVATION: The following materials were found onsite that were not reported to CERS: <br /> -Two 330-gallon totes of Victory Blue Diesel Exhaust Fluid next to the battery station <br /> -Two 55-gallon drums of Pure Hand Surface near the chemical cage <br /> -One 55-gallon drum of Shield-Brite PAA 15.0 near the chemical cage <br /> -Two 55-gallon drums of Series 615 Cooling Water Treatment next to the mechanical room <br /> -One 55-gallon drum of Chlor 12.5 next to the mechanical room <br /> -One 55-gallon drum of Bromide L-102 next to the mechanical room <br /> REGULATION GUIDANCE:Any material that meets or exceeds the reportable quantity shall be reported in the <br /> facility's business plan. <br /> CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for <br /> approval. <br /> This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br /> OBSERVATION: The submitted site map is incomplete. The following elements are missing: <br /> -Internal roads <br /> -Storm and sewer drains <br /> -Access and exit points for structures and gates <br /> -Emergency response equipment found through out the facility <br /> -Emergency shutoffs <br /> -Hazardous materials handling/storage areas of the chemicals found through out the facility <br /> REGULATION GUIDANCE:A site map shall contain a north orientation, loading areas, internal roads, adjacent <br /> streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br /> material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as"NA". <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were two violation(s) during the <br /> inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a <br /> statement documenting the corrective actions that have been or will be taken for each violation, and any <br /> supporting paperwork, by 11/25/2023. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign.
