Based on the information provided the EHD finds that the SSNL Study does not support the
suitability for standard OWTS usage for the proposed development pursuant to San Joaquin
Development Title 9, Section 9-1105.2(d). The proposed OWTS usage will cause a long term
buildup of Nitrate-Nitrogen in the groundwater of 12.5 mg/L; this is above the acceptable Maximum
Contamination Limit of 10 mg/L established by the California Water Resources Control Board.
b. The Percolation test conducted on July 8, 2022 yielded a percolation rate of 60 min/inch. At this
rate, a minimum 5 feet of soil separation is required between bottom of the dispersal field and the
groundwater. The SSNL reports a historic groundwater level of 15 feet below surface grade. (San
Joaquin County OWTS Standard Table 1.10.2).
c. EHD requires an OWTS designed by a California Registered Engineer. Submit engineered OWTS
design plans under a service request form to this department for the septic system installation.
The design must mitigate the excessive long term buildup of Nitrate-Nitrogen in the groundwater
from the proposed OWTS usage (OWTS Standards Section 7.1, 7.2).
If you have any questions please contact Frank Girardi, Senior Registered Environmental Health Specialist,
at fvgirardi@sjgov.org or (209) 616-3044.
Steven Shih, REHS
Program Coordinator
cc: Kier&Wright and Shoreline Environmental Engineering. 10395 Old Placerville Rd.
