S A N J 0 A Q I I I Irl Environmental Health Department <br /> C C u N T AMENDED <br /> 9/19/2023 <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Regional Transportation Center 2849 E Myrtle St, Stockton September 05, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 315 HSC 25290.1(e)Failure to maintain interstitial space to detect leaks before release to environment(post-Jul 2004). <br /> OBSERVATION: The UDC NR2 sensor failed when tested. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br /> vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. <br /> CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one <br /> business day from the EHD, if needed. If the failed component can't be replaced immediately,there is a possibility <br /> that the UST system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> 317 CCR 2636(f)(2) Failure of the line leak detector to detect a 3.0 gph leak at 10 psi and restrict or shut off flow. <br /> OBSERVATION: The diesel line leak detector(Q2)failed to detect a leak when tested. <br /> REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the <br /> failed leak detector(LG 113-x listed, if applicable)and obtain a permit within one business day from the EHD, if <br /> needed. If the failed leak detector can't be replaced immediately,there is a possibility that the [GRADE] UST <br /> system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection report was provided to the facility operator on the day of inspection. The report was amended <br /> and replaces the initial report.
