SAN,JOAQUIN <br /> Environmental Health Department <br />-COUNTY- <br />G-reotness grows b, <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: ROADSIDE Date: 05/19/2022 <br />Address: 0 BIRD RD, TRACY <br />Owner/Operator: SAN JOAQUIN COUNTY Telephone: <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C00054905 <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />An abandoned unknown compressed cylinder was observed north of interaction of S Bird Road and Eleventh Street in <br />Tracy. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />COMMENTS AND OBSERVATIONS <br />San Joaquin County Environmental Health (EHD) arrived on site on May 17, 2022 and met with Public Works who was <br />monitoring the abandoned unknown compressed cylinder. Public Works left scene upon EHD arrival so EHD can monitor the <br />unknown compressed cylinder until Parc Specialty arrives for disposal. Met with Eddie Hagedorn, Hazmat Division <br />Manager/Estimator, with Parc Specialty. The unknown compressed cylinder pressure was tested, it was not pressurized. The <br />bottom of the unknown compressed cylinder was not burned. The hose was removed and the contents were tested for pH. <br />Per Eddie it was at a pH of 6-7 and appears to be muddy water. The top of the unknown cylinder was removed and the <br />contents were emptied into a 5-gallon bucket. Approximately 3-gallons of the liquid were removed from the unknown cylinder. <br />The liquid was tested for flammability, not flammable. The unknown cylinder will be taken as scrap metal and the contents <br />were classified as non-hazardous. Both the empty unknown cylinder and the bucket with the liquid from the unknown cylinder <br />were taken by Parc Specialty. No hazardous materials/wastes were generated during this site visit. <br />Inspection report emailed to San Joaquin County Public Works - Road Maintenance <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
