SANJOAQUIN <br />-COUNTY- <br />Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: CITY OF STOCKTON <br />Date: Jun 28, 2022 <br />RP Mailing Address: 2500 NAVY DRIVE Record ID#: C002ZASOH <br />STOCKTON, CA 95206- Program Element: 2546 <br />Spill Location: 2404 E MARIPOSA RD, STOCKTON Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />APPROXIMATELY 3 GALLONS OF HYDRAULIC OIL FROM THE RESERVOIR OF THE STORM WATER PUMPS <br />LOCATED AT THE PUMP STATION WERE VANDALIZED CAUSING OIL TO SPILL OUT INTO THE WET WELL. <br />OBSERVATIONS: <br />Arrived on site. Spoke with Scott Brown with the City of Stockton. Observed staining on the cement perimeter next to the <br />water pumps and oily water in the wet well. The storm water pond area was also checked to make sure that no oil left the <br />well. Per Richard Stuffier, City of Stockton, hydraulic oil reservoirs located on the water pumps at the pump station were <br />tampered with, causing the oil to be discharged into the wet well. Per Richard, pumps have been turned off and will remain <br />that way until cleanup is finalized. Per Richard, no waterways were impacted, and spill is contained to the water well. <br />The City of Stockton has hired Ponder Environmental to conduct cleanup and cleanup is pending. <br />Provide disposal records for all waste generated to the EHD. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately <br />Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Other Correction <br />EHD 25-01 Rev, 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br />Page 1 of 2 <br />1868 E.
