Time In: <br />Time Out: <br /> <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: TFORCE FREIGHT Date: 06/29/2021 <br />Address: 1000 E ROTH RD, FRENCH CAMP <br />Owner/Operator: UNION PACIFIC RAILROAD COMPANY Telephone: <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COQ7ZZTFO <br />Responsible Party Contact: JERYLL WOMACK <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />ON 6/28/2021 APPROXIMATELY 4 GALLONS OF H&C SOLVENT-BASED CLARISHIELD CLEAR CONCRETE SEALER <br />WAS RELEASED FROM A DAMAGED 5-GALLON CONTAINER LOCATED IN A SHIPPING CONTAINER (UMXU895187) <br />DURING TRANSIT. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Approximately four gallons of H&C Solvent-Based ClariShield Clear Concrete Sealer released into shipping container <br />UMXU895187. The spill did not impact any waterways, drains, or the ground. The shipping container was moved to a leaker <br />pad for clean-up. US Ecology completed the spill clean-up on 6/29/2021, generating one 55-gallon drum of waste solid. US <br />Ecology transported the waste drum to Union Pacific Railroad facility at 833 E Eighth St Stockton, CA, where it is pending <br />profiling for disposal. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).1. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)]. Provide all hazardous waste determinations, sample analytical results, and waste/hazardous <br />waste disposal records to the EHD for all clean up debris associated with this clean up. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
