There were approximately <br />8 inches of liquid in the secondary containment. Dark staining was observed <br />around the outside secondary containment wall and soil. It is not known how long <br />the leak has been going on for and how much soil has been impacted. <br />Wrote a notice to abate and emailed it to Karina Cerna Valdez, Owner, at <br /><jandlevk63@gnnail.com>. <br />The following language was used: <br />The facility has an aboveground diesel tank that is leaking fuel into secondary <br />containment. Per Owner Karina Cerna <br />Valdez, it is unknown how long the tank has been leaking. Oily staining was noted <br />on the outside base of the secondary <br />containment and approximately 8 inches of liquid was observed inside the <br />secondary containment. Fuel was observed <br />coming out below the liquid line. <br />Immediately stop the release and do all repairs under all required permits. In <br />addition, immediately clean the secondary <br />containment, the soil/asphalt around the secondary containment, and any other <br />areas affected by the diesel fuel. Dispose of <br />all waste under required hazardous waste laws and regulations. <br />Per California health and safety code 25189.5 (a) The disposal of any hazardous <br />waste, or the causing thereof, is <br />prohibited when the disposal is at a facility which does not have a permit from the <br />department issued pursuant to this <br />chapter, or at any point which is not authorized according to this chapter. <br />Hazardous wastes shall be disposed of only by <br />transportation to a permitted hazardous waste treatment, storage, and disposal <br />facility (TSDF) or other authorized point." <br />Discussed leak with Karina and informed her that she needed to address the leak <br />immediately. She said she would begin to work on it. Emailed her a list of <br />contractors that could be used. Informed San Joaquin County Fire of leaking <br />tank. Informed John Murphy, Water Boards, of the incident. Emailed him photos <br />and a description of the incident.
