Complainant alleges the HOANG <br />unclean dumpsters at the plaza are causing rats at neighboring homes. The <br />dumpsters were locked in an enclosed structure to prevent unauthorized access. <br />The manager at the THub Cafe, Sandhya, unlocked the structure and gave us <br />consent to inspect. Two dumpsters and an oil recycling bin within the structure <br />were inspected. The dumpsters were not full. Complaint alleges <br />the unclean dumpsters at the plaza are causing rats at neighboring homes. The <br />inspection was conducted with Tom Hoang (EHS). The dumpsters were locked in <br />an enclosed structure, preventing access. Tom and I went to the THub Cafe for <br />assistance. We met with Manager, Sandhya. She unlocked the structure for us. <br />There were two dumpsters and an oil recycling bin within the structure. The <br />dumpsters were not full. Sandhya mentioned people were previously dumping <br />their garbage in the plaza's dumpsters causing a mess and she also stated rats <br />were observed. However, the property owner recently bought and installed a <br />number lock to prevent unauthorized access to the dumpsters.
