ON MONDAY OCTOBER 24,2022 COMPLAINANT NOTICED STRONG <br />CHEMICAL/SEWAGE ORDER ALSO NOTICED IN SOME AREAS OF OAKWOOD LAKE IN MANTECAAN OFF COLOR WATER. SORT OF MILKY <br />GRAY. SINCE THEN BOTH LAKES HAVE HAD MAJOR FISH KILL AND DEPLETED DO. I walked past the existing sewage GOODERHAM <br />treatment facility and there appears to be some black water being recirculated and <br />it has a sewage odor. <br />I walk along the levee where the city of manteca effluent dumps into the san <br />joaquin river and I did not notice anything unusual. The effluent has an odor of <br />treated sewage. <br />I called the complainant and he says the odor is coming from the lake. I walked up <br />to the lake in a grassy area and I noticed a strong sulfur smell coming from the <br />lake. I noticed that there are lots of small fish near the surface of the water. I also <br />noticed that there were dead fish washed up on the shore. <br />There were quite a few pelicans around the lake, and swimming in the lake. <br />I drove around the smaller body of water and did not notice any foul odor, although <br />I did not have access to the shoreline because of private residence surrounding <br />the lake. <br />On the neighboring parcel there is construction activity occurring for the new <br />subdivision there. they have multiple de-watering wells due to high ground water. <br />and I am not sure how that water is handled. <br />11/02/2022 Compiled inspection report and photo log. GOODERHAM <br />11/02/2022 Received complaint information from M. Naidu (EH Assistant Director). Based on MANZO <br />a discussion with S. Shih (Program Coordinator), called Fish and Wildlife dispatch <br />(916) 358-1300, provided complaint information, was told that a Fish and Wildlife <br />warder will call me back. <br />11/02/2022 Received a voice message from James Vargas (209-404-2888), Fish and Wildlife MANZO <br />Warden. Called James back, who informed me that he visited the area yesterday <br />but couldn't locate any sources of contamination. He indicated that the lake in <br />question is man made which receives the water from the local storm drain system, <br />from the water reclamation system holding ponds as well as the nearby mobile <br />park. James also indicated that the ponds have no outlet and hold introduced <br />non-native fish species. James indicated that the ponds are 30-40 feet deep and <br />should be aerated better and the estates will need to work on that internaly. He <br />indicated that based on him site visit they will not be conducting any further follow <br />up in connection with this complaint. Provided an update to M. Henry and S.
