Complaint Investigation Summary
Report #: 5105
COMPLAINT ID: C00055450 Site Location: 1914 AUTO AVE
Received by. EE0009834 SUSZYCKI Received Date. 12/20/2022
Complaint Received Via: INTERNET / EMAIL
Assigned To. EE0009834 SUSZYCKI
Assigned Date: 12/20/2022
Program/Element Code 4200 - LIQUID WASTE PROGRAM
Nature of complaint:
RECEIVER FAILED TO MAINTAIN THE PROPERTY. LARGE AMOUNTS OF TRASH PILING UP AT THE PARK. SEWAGE POOLING THROUGHOUT
THE PARK. SEE PR0546518.
PROPERTY INFORMATION
Property Name:
Site Location 1914 N AUTO AVE
District 002 - MILLER, KATHERINE
STOCKTON, CA 95205
Location Code 99 - UNINCORPORATED AREA
Cross Street WATERLOO RD
APN 11921006
Complaint Status:
Date Abated:
Abated By:
Activity Summary
Activity Date Recorded by
12/19/2022 I VISITED THE PROPERTY WITH THE SGT. TOWERS, DEPUTY URQHART, SUSZYCKI
AND MR. BILL HUGHES FROM THE SAN JOAQUIN COUNTY SHERIFF'S
DEPARTMENT. OFFICER STEVE THOMAS FROM THE COMMUNITY
DEVELOPMENT DEPARTMENT WAS ALSO PRESENT.
THE PARK WAS OBSERVED TO HAVE LARGE AMOUNTS OF JUNK, TRASH,
AND DEBRIS THROUGHOUT IT. MULTIPLE RECREATIONAL VEHICLES AND
MOBILE HOMES WERE EITHER DUMPING SEWAGE DIRECTLY ON TO THE
GROUND OR HAD SEWAGE SURFACING FROM
THEIR CONNECTIONS. POOLS OF SEWAGE COULD BE SEEN ALL OVER
THE MOBILE HOME PARK. SEWAGE WAS DRAINING INTO THE DITCH THAT
RUNS ALONG AUTO AVENUE. RESIDENTS OF THE PARK NOT ONLY HAVE
TO REGULARLY WALK THROUGH POOLED SEWAGE, BUT THOSE IN
TENTS AND MAKESHIFT STRUCTURES ARE AT RISK OF BEING INUNDATED
BY SEWAGE DURING A RAIN EVENT. THE STANDING POOLS OF SEWAGE,
PILES OF JUNK, AND ABUNDANCE OF FOOD WASTE ARE PROVIDING
ATTRACTANTS FOR
VECTORS, WHICH WILL BE BECOME MORE PREVALENT IN WARMER
WEATHER. A MINOR WAS OBSERVED TO BE LIVING IN A RECREATIONAL
VEHICLE LOCATED IN AN UNDESIGNATED SPOT. THE SITUATION WAS
REPORTED TO THE SAN JOAQUIN COUNTY CHILDREN'S SERVICES BY ME
SHORTLY AFTER LEAVING THE PARK.
12/21/2022 Abated the complaint to PR0546518.
