OBSERVATION:An accurate UST Monitoring Site Plan was not submitted.The float&chains located in the under dispenser containment(UDC's)are not listed in the facility site map. REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: 1)monitoring panels; 2)in-tank liquid level probes(if used for leak detection); 3)devices monitoring tank annular spaces or vault; 4)devices monitoring product piping; 5)devices monitoring fill piping; 6) devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. This is a Class II violation. 122 CCR 2712(f)Failure to implement corrections and submit written response within 30 days of receiving the report. OBSERVATION:An inspection was last done on 6/29/22 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 9/29/22.This information was received on 1/4/23, 97 days late. REGULATION GUIDANCE:An operator that receives an inspection report shall have 30 days to implement the corrections specified in the inspection report and comply with permit conditions. The corrective action shall include all of the recommendations made in the report. The operator shall submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. CORRECTIVE ACTION: Ensure that a written response documenting corrective actions taken or proposed is submitted and all corrections implemented within 30 days of receiving an inspection report.
