C.VTH NEWSOM <br /> (;[]YFHNnH <br /> Water Boards Y�"EGR F�� <br /> ENVIRONMENTAL PROTECTION <br /> Central Valley Regional Water Quality Control Board <br /> 24 January 2023 <br /> Karina Cerna Valdez <br /> J&L Market <br /> 8115 South EI Dorado Street <br /> French Camp, California 95231 <br /> CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD RESPONSE <br /> TO: SOIL ASSESSMENT WORKPLAN, J&L MARKET, 8115 SOUTH EL DORADO <br /> STREET, FRENCH CAMP, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br /> reviewed the 30 December 2022 Soil Assessment Workplan (Workplan) prepared by <br /> Atlas Environmental Engineering, Inc. on behalf of J&L Market for the diesel above <br /> ground storage tank (AST) area located at 8115 South EI Dorado Street, French Camp <br /> (Site). On 23 May 2022, the San Joaquin Environmental Health Department (SJEHD) <br /> notified Central Valley Water Board staff of a leaking AST containing diesel fuel at the <br /> Site. SJEHD also observed and documented dark oily staining on the outside of the <br /> concrete secondary containment and on the ground surrounding the containment <br /> structure. On 02 November 2022, Central Valley Water Board staff conducted a Site <br /> visit to meet with Karina Cerna Valdez, the property owner, and inspect the AST area of <br /> the Site. During the Site visit, Central Valley Water Board staff documented cracks in <br /> the concrete secondary containment and noted soil with a petroleum odor at the <br /> southwest corner of the containment structure. On 21 November 2022, Central Valley <br /> Water Board staff requested a work plan to investige potential diesel contamination at <br /> the Site. <br /> J&L Market proposes using soil samples collected from borings advanced in the vicinity <br /> of the AST to assess potential diesel contamination. J&L Market will advance three soil <br /> borings to 10 feet below ground surface (bgs) using direct-push methods and collect soil <br /> samples from each boring at 5 and 10 feet bgs. J&L Market will field screen the soil <br /> samples using an organic vapor analyzer and visually classify the soils. The soil <br /> samples will be analyzed by a California state-certified laboratory for total petroleum <br /> hydrocarbons as diesel and volatile organic compounds. J&L Market will notify Central <br /> Valley Water Board staff of fieldwork dates once they have been scheduled. <br /> GENERAL COMMENT: <br /> The Workplan does not mention acquiring the appropriate permit(s) from the SJEHD <br /> prior to beginning boring activities at the Site.
