She has worked in the environmental field since 2002. Ms. Racco is listed as a Registered Environmental Property Assessor (REPA) through the National Registry of Environmental Professionals (NREP); she was a California Registered Environmental Assessor (REA) in good standing prior to the July 2012 closure of the California Department of Toxic Substances Control's REA program. She has received 40 hours training in Hazardous Waste Operations and Emergency Response. David Welch is a California Professional Engineering Geologist, Hydrogeologist, and Geophysicist. He received a bachelor's degree in geology from the University of the Pacific and a master's degree in geology from San Jose State University. He has worked in the engineering geology, environmental, and geophysical fields since 1990. In addition to environmental and geologic investigations, Mr. Welch's work experience includes geophysical exploration and modeling for groundwater, oil, and gas.
