OBSERVATION: Fees for the annual permit to operate the UST system have not been paid. REGULATION GUIDANCE: No person may own or operate an UST unless a permit for its operation has been issued by the local agency to the owner or operator of the UST system. CORRECTIVE ACTION: Immediately contact the EHD accounting office to make arrangements for payment to obtain a permit to operate a UST system. An"Operating without a Permit" penalty applies. This is a Class I violation. 202 CCR 2712(i) Failure to retain a paper or electronic copy of the permit to operate at the facility. OBSERVATION:A copy of the UST operating permit was not found on site. REGULATION GUIDANCE:A copy of the UST operating permit and all attachments and conditions shall be retained at the facility. CORRECTIVE ACTION: Immediately obtain a copy of the permit and retain it on site. This is a minor violation. 203 CCR 2712(b)(1-2)Failure to maintain monitoring records for 36 months and maintenance records for 60 months. OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. -The 3/28/2022 monitoring system certification test results -The 11/8/2022 Secondary Containment test results. REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site. Submit copies of any missing work orders and alarm records to the EHD. This is a minor violation.
