Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />July 31, 2023 <br /> Facility Address: <br /> 983 Moffat Blvd, Manteca <br /> Facility Name: <br /> FLYER ENERGY #487 <br />Single-Walled Non-Pressurized Piping <br /> 404 □ V □ R □ COSFailure to conduct 0.1 gph test on single-walled gravity piping biennially or post repair (pre-1984)CCR 2643(e), 2661(f) <br />Other Violations <br /> 2010 □ V □ R □ COSUnlisted General violation See below <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 301 HSC 25292.1(a) Failure to operate UST system to prevent unauthorized releases including leaks, spills and overfills. <br />OBSERVATION: Dark diesel staining were observed around the dispenser at under dispenser containment sump <br />(UDC) #2. <br />REGULATION GUIDANCE: The underground storage tank system shall be operated to prevent unauthorized <br />releases, including spills and overfills. <br />CORRECTIVE ACTION: The component causing the release was repaired/ replaced during the inspection. No <br />further action is required. <br />This was corrected on site. <br />This is a Class II violation. <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre-Jul 2003). <br />OBSERVATION: Liquid was observed in the diesel STP sump. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed approximately 500ml of liquid from the diesel STP sump. <br />Ensure that all sumps and annular spaces are maintained free of liquid. <br />This was corrected on site. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Completed monitoring system certification. Two violations were observed during the inspection and were all <br />corrected during the inspection. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($162).
