S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAFEWAY FUEL CENTER#0055 19533 S MOUNTAIN HOUSE PKWY, MOUNTAIN February 16, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained. On 1/31/2023, a release of gasoline occurred at <br /> pump 6. Safeway employee Travis Schwertfeger responded to the scene. Absorbent had been laid on the ground <br /> to soak up the gasoline. Per Travis, he stated he did not have enough training to cleanup the absorbent. In <br /> addition, he stated he did not know what to do about the situation. When asked about his contingency plan, Travis <br /> stated that there was a"red sheet'he had with numbers on it. No training was observed for employees on how to <br /> cleanup large spills with absorbent on it. In addition, no training was observed on the contents of the contingency <br /> plan and how to follow it. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 03/18/2023 . <br /> Wastes generated by this facility: <br /> - Fuel filters <br /> - Contaminated liquids. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($156).
