COMPLAINT INSPECTION REPORT <br />11:48 am <br />11:16 am <br />Time Out: <br />Time In: <br />Environmental Health Department <br />Name of Facility: MANTECA SENIOR CENTER Date: 02/02/2023 <br />Address: 295 CHERRY LN, MANTECA 95336 <br />Owner/Operator: HSA-AGING & COMMUNITY SERVICES Telephone: (209) 825-2301 <br />Program Element: 1600 - FOOD PROGRAM Complaint #: CO0055578 <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />ON 1/31/2023 AT 11:30AM COMPLAINANT WENT FOR LUNCH. COMPLAINANT STATES WORKERS NEED TO TAKE <br />A FOOD SAFETY COURSE. COMPLAINANT OBSERVED ONE WOMAN WORKER (GREY HAIR, APPROX 5'5"/5'6") <br />WEARING GLOVES TOUCHING MULTIPLE SURFACES AND THEN WITHOUT CHANGING HER GLOVES, REACHED <br />INTO THE SALAD BOWL AND HAND SCOOPED THE SALAD ONTO THE PEOPLE'S PLATES. COMPLAINANT STATES <br />TONGS WERE AVAILABLE BUT THE WORKER USED HER GLOVED HAND INSTEAD. <br />VIOLATIONS AND CORRECTIVE ACTIONS <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br />113700. All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public health <br />and have the potential to cause foodborne illness. All major violations must be corrected immediately. Non-compliance may warrant immediate closure of <br />the food facility. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />Hand sink -- Cooking/ prep area -- 118.00º F Walk in cooler -- 41.00º F <br />2 D cooler/ Milk -- 38.00º F 3 comp sink -- 125.00º F <br />FOOD ITEM -- LOCATION -- TEMP º F -- COMMENTS <br />COMMENTS AND OBSERVATIONS <br />Complaint inspection. <br />As per supervisor, she is not aware of the complaint. As per person in charge, they receive the hot and cold food from a <br />permitted restaurant in Stockton. <br />Food is delivered between 9-10 AM, temped and temperature log is maintained. Hot food is then held on steam table and cold <br />food and milk are held in the walk in cooler and the 2 D cooler in the back kitchen. Lunch is served at 11:30AM. Kitchen has a <br />lot of tongs, scoops and other utensils that help volunteers to serve food safely as per Cal Codes. Gloves are available. Hand <br />wash stations are accessible and fully supplied with hot water 100F or more, soap and paper towels. Facility is using QUAT to <br />sanitize utensils and food contact surface. I observe volunteers washing hands between tasks during my inspection. Today <br />menu didn't have salad.As per person in charge, when they serve salad, they divide it in little bowls to be served to each <br />customer. Hot food items on the hot hold, have temp at 135F and more. No potential contamination observed when handling <br />food today. Buckets are set up with QUAT 200 ppm. QUAT strips are available. As per person in charge, they conduct regular <br />food handling training to volunteers every 3-4 months and the most recent training was conducted in Oct 2022. The coming <br />training will be conducted in Feb - March 2023. Valid food manager certificate is available on site. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
