S A N J D AR I N Environmental Health Department <br /> UU ;,�j i Y <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> COUNTRY MARKETPLACE 1 1789 W CHARTER WAY, STOCKTON March 07, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the 87 STP sump, 87 and 91 fill containers. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician removed approximately one gallon of liquid from the 87 STP sump, <br /> 87 and 91 spill containers. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 319 CCR 2635, 2637.2,2665, 2712 Failure to comply with overfill prevention equipment requirements. <br /> OBSERVATION: The two tanks 87 and 91 do not have an approve overfill prevention system. <br /> REGULATION GUIDANCE:All underground storage tanks shall be equipped with an overfill prevention system that <br /> does not allow for manual override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br /> audible and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs <br /> when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes <br /> before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity;or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are <br /> exposed to product due to overfilling. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to install an <br /> approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection <br /> by the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an <br /> approved overfill prevention system can't be installed immediately,there is a possibility that the 87 and 91 UST <br /> system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
