SAN ,JOAQUIN <br />COUNTY-- <br />Greatness grows hert <br />Environmental Health Department <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: BURLINGTON NO & SANTA FE RR CO Date: 11/15/2022 <br />Address: 6540 S AUSTIN RD, STOCKTON <br />Owner/Operator: JB HUNT TRANSPORTATION SERVICES INC Telephone: (479) 417-3838 <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COB287BJW <br />Responsible Party Contact: TOM BAUGHMAN <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Approximately 220 gallons of Concentrate EVP released from a truck onto asphalt and into a trailer. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />COMMENTS AND OBSERVATIONS <br />Patriot Environmental Services (Patriot) was retained by J.B. Hunt to conduct cleanup. Patriot used absorbent to clean the <br />heavily impacted areas of the released chemical (Concentrate EVP). They also used absorbent to clean the trailer. 50 <br />gallons of liquid were removed from the leaking tote and placed into a 55 gallon drum. The absorbent, tote, plastic tarp, and <br />excess liquid were disposed of as non-RCRA hazardous waste. Five 55 gallon drums of solid waste and one 55 gallon drum <br />of liquid waste was generated from the cleanup. <br />It is unknown how far the truck driver drove with the leaking tote. No storm drains or soil were observed impacted by the <br />release. Per Patriot, stained asphalt was observed approximately 1/4 mile from the site. Patriot had no additional concerns of <br />further remediation needed. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)]. <br />Please provide hazardous waste disposal records to the EHD. The report was emailed to Heather Byrne <br /><heather@premiumenvironmentalservices.corn>. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
