SAN 10,AO,UIN <br /> Environmental Health Department <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: DAN DUMAS Date: Dec 01,2021 <br />RP Mailing Address: 12988 W MCDONALD RD Record IDtt: COTTOOND2 <br />STOCKTON, CA 95206- Program Element 2546 <br />Spill Location: 12988 W MCDONALD RD, STOCKTON Release/Spill Response (excluding Joint Team) <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />UNKNOWN AMOUNT OF DIESEL WAS PUMPED OUT OF ABANDON BOAT IN BOAT SLIP#16 BY MAINTENANCE <br />WORKERS <br />OBSERVATIONS: <br />On site met with Miguel Vera, Miguel Vera Jr, Maintenance workers and Dan Dumas, facility owner. They all stated that they <br />are not aware of any diesel release on the water at the Marina. We made a work through of the facility and observed diesel <br />sheen at Dock E #15, 16 ,17and at Dock D entrance. The diesel sheen had spread all over the waters at the Marina. A <br />large amount of the diesel sheen was observed at dock E, #16-C1 leaking from an abandon boat. We observed diesel <br />sheen in vegetation and smell gasoline like odor at the abandon boat area. Absorbent pads and booms were applied around <br />the abandon boat and impacted areas of the Marina. Maintenance workers were actively siphoning diesel from tank of the <br />abandon boat. Coast Guard, and Fish and Wildlife have been notified. According to Dan Dumas (Owner) he is working with <br />the DMV and the Sheriff's department to obtain documentation to remove the abandon boat that has not moved for <br />years.Please stop the leak, clean the vegetation and absorbent pads and booms from the water and be aware that all <br />impacted areas has to be cleanup and dispose of any waste under the appropriate waste manifesting procedure. Make a <br />hazardous waste determination for all waste materials and dispose of them as required. Provide proof of correction and <br />copies of disposal records to EHD of any waste generated from cleanup operations. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing therefor, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal.
