Incident occurred at 302 Kelley Mist Ct, Tracy at 4.40pm. <br />Called and discuss with Lead Senior Stacy Rivera. <br />Arrived on site at approximately 6.15pm met with Larry Vicker, Andy Sansaver, of <br />Tracy Fire Department Battalion 9, Officer Huvnh, Tracy PD and Ana <br />Contreras, Tracy Code enforcement. Per Larry Vickers they stopped the fire in a <br />55 gallon steel drum burning absorbent <br />pads. Observed dark oily stains on the driveway concrete and two 55 gallons, blue <br />steel drums with diesel (approximately 20 gallons each). The 5 quarts of diesel/oil <br />spill went to the street gutter leading to the storm drain, approximately 300-500ft <br />trail. Discuss with property owner Linda Semo and let her know that she will <br />receive a Notice to Abate to complete clean up of the drive way sidewalk. The <br />City of Tracy power washed, degrease and vacuumed the gutter with a hose from <br />the driveway towards the storm drain and took the waste to their yard for disposal. <br />To verify waste disposal during routine hazardous waste inspection see <br />P R0513807. <br />Left site at approximately 7.45pm. <br />Create complaint number. <br />12/29/2021 Complete Notice to abate (NTA), Emergency response form and prop 65. NSO <br />Delivered NTA in person verified street gutter and storm drain clean up and called <br />Wayne Bogart (City of Tracy public works Supervisor) he confirm clean up was <br />adequate. He was on site today morning to verify clean up. While on site observed <br />property owner had applied kit litter on driveway and started clean up. <br />01/02/2022 Phone calls and Field response to verify clean up. Clean up completed and <br /> NSO <br />adequate. Received disposal records (certificate of disposal) of waste generated <br />from clean up operation of the drive way. Three 55 gallon drums of contaminated <br />soil, 170 pounds of contaminated absorbent, and 15 gallon contaminated oil <br />disposed at san Joaquin county regional household hazardous waste facility on <br />12/31/2021. <br />04/15/2022 Update file to abate complaint.
