Greatness grows IiIP rP <br />Environmental Health Department <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: Date: 11/02/2022 <br />Address: 2208 E WILLOW ST,STOCKTON <br />Owner/Operator: GUZMAN JOEL 0 Telephone: <br />Program Element 2200- HAZARDOUS WASTE GENERATOR PROGRAM Complaint #: CORLFLF8G <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Engine work is being conducted on multiple vehicles and oil is being dumped everywhere. Garbage has built up in and <br />around the property. Animals are going through the garbage in and outside the building. A fire occurred in the building and <br />someone is living in an RV outside of the house. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />COMMENTS AND OBSERVATIONS <br />San Joaquin County Environmental Health Department CUPA unit arrived on site to investigate complaint regarding the <br />engine work and oil disposal. Met with Joe Guzman, property owner and landlord. Per Joe, the house is a duplex and he rents <br />out the house to tenants. Per Joe there was a truck from the former tenant which was being worked on in the yard but is no <br />longer at the property. Joe showed us a photo of the truck and there was no oil staining observed at that location. Burnt area <br />of the soil outside of the fence was observed but no oil staining. Paint buckets were observed but were not determined to be <br />waste. An empty oil container was observed but no staining around the container. Engine work was not observed on site and <br />confirmed with Joe that there are no businesses operating at this address. The complaint for engine work and oil dumping <br />could not be verified. <br />A copy of the San Joaquin County Household Hazardous Waste Facility brochure was given to Joe. The inspection report was <br />mailed to Joe's mailing address. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
