22IN001760 <br />Narrative <br />Greenwood Motor Lines <br />RNLU100335 (with Hazmat cargo declared) was reported slowly leaking a liquid along the right side of the container by a Greenwood M.L driver after <br />deramping at the STOIMF CA hub on 4/28/22. The unit was moved to the containment pit & US Ecology began remediating the release, finding the <br />culprit to be a pallet on 2nd layer E-track load bars, fell onto an IBC tote underneath, puncturing the plastic bladder & releasing an estimated 120 <br />gallons total of Sodium Hydroxide solution (one of the hazmat declared cargos). This release is suspected to occur in the beginning of the trip (Chicago, <br />IL) as the release was 2 drops/minute as observed at Stockton. Less than one gallon total released at STOIMF, but an estimated119-gallons was <br />released through the duration of transportation from Chicago to Stockton. <br />No securement was used on this cargo, which allowed the cargo shifting/migration. This is a shipper responsibility incident & due to the nature of the <br />Hazmat products, BNSF LARS dispatched the contractor immediately. All remediation & disposal costs are the responsibility of Greenwood Motor Lines. <br />Ancillaries <br />In accordance with BNSF's Intermodal Rules and Policies Guide, ancillary charges may apply to this shipment. An invoice, if applicable, will be <br />generated to the shipper upon completion of the incident review. <br />Leaker Disclaimer <br />In addition, please be advised that some counties in the State of Arizona will send BNSF Railway an invoice for their activity/handling/response charges <br />associated with a leaking shipment. It is not uncommon for BNSF Railway to receive these invoices several months after incident occurrence, which will <br />be promptly submitted to the appropriate shipper for payment. The shipper should contact the issuing county if they have any questions regarding the <br />invoice charges. <br />NOTE: With these current critical times in our transportation industry, I ask that you insure your equipment is in acceptable condition & remind everyone <br />to secure all cargo properly per BNSF requirements. Also do not exceed the weight limit of a shipment as outlined in the BNSF IR & PG.
