According to Cassandra Gomez of Modesto Irrigation district this <br />resulted in a non-PCB mineral oil leak of approximately 200 gallons from a pad <br />mount transformer. No waterways or storm drains were impacted, spill was <br />continuous and contained into buckets and soil berms put down to protect <br />waterways. Arrived on site met with Cassandra Gannez- Environmental <br />Compliance analyst for Modesto Irrigation District (MID). Observed Pad mount <br />transformer leaking oil into a bucket. Modesto Irrigation District (MID) employees <br />were on site with equipments cleaning up. Concrete and soil/dirt over concrete <br />was impacted. Kitty litter was applied on impacted concrete. MID employees <br />excavated the dirt/soil approximately 9 inches deep and removed the impacted <br />dirt/soil and sand and clean the concrete. Two 55 gallon drums of oily dirt and one <br />5 gallon container (used oil) of waste was generated from the clean up operation. <br />Clean up completed by MID employees and was looking adequate. Discuss <br />mineral oil sample for PCB analysis. <br />prepared OIR and e mailed to <br />Cassandra Gamez :Cassandra.Gamez@mid.org <br />08/01/2022 Received an e-mail from Cassandra Gomez stating that the correct amount of <br />NSO <br />mineral oil release was 90 gallons instead of 200 gallons. She attached a photo of <br />transformer data plate indicating "no detectable PCBs at time of manufacture" <br />discuss with PC M. Elena. Elena stated that we still needed a PCB analysis. I <br />e-mailed Cassandra and let her know that the PCB analysis is also needed. <br />Cassandra accepted to profile the mineral oil for PCB and send test results. <br />Hi Paul, <br />We have a sample lined up to be taken and tested for PCBs. We'll forward the <br />test results to you when completed. <br />Also, our Meter Tech was able to provide a better estimate of how much oil was <br />released. The oil was around 4-6" below the top of the cooling fans, and he <br />estimated there was at least 300 gallons he pumped into the used oil tank. <br />Approximately 90— gallons was released instead of the conservative 200 gallons <br />that I initially reported. <br />Thank you, <br />Cassandra <br />01 <br />5105 rpt Page 1 of 2
