SAN JOAQUIN <br /> Environmental Health Department <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: MODESTO IRRIGATION DISTRICT Date: 07/28/2022 <br />Address: 898 S DE ANZA BLVD, MOUNTAIN HOUSE <br />Owner/Operator: MOUNTAIN TECHNOLOGY CENTER E LLC Telephone: <br />Program Element: 2546- RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C00055079 <br />Responsible Party Contact: CASSANDRA GAMEZ <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Approximately 200 gallons of mineral oil non-PCB leak from a pad mount transformer at 898 S Anza Blvd Mountain House <br />due to electrical malfunction. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />COMMENTS AND OBSERVATIONS <br />Arrived on site met with Cassandra Gamez- Environmental Compliance analyst for Modesto Irrigation District (MID). <br />Observed Pad mount transformer leaking oil into a bucket. Modesto Irrigation District (MID) employees were on site with <br />equipments and clean up had started. <br />According to Cassandra Gamez the 2019 transformer release approximately 200 gallons of mineral oil non PCB. Concrete <br />and soil/dirt over concrete was impacted. Kitty litter was applied on impacted concrete. MID employees excavated the dirt/soil <br />approximately 9 inches deep and removed the impacted dirt/soil and sand and clean the concrete. Two 55 gallon drums of <br />oily dirt and one 5 gallon container (used oil) of waste was generated from the clean up operation. Clean up completed by <br />MID employees and was looking adequate. <br />Cassandra Gamez stated that the waste generated from the clean up operation will be transported to MID yard for disposal <br />as hazardous waste.Any hazardous waste material shall be dispose of it under all appropriate waste manifesting and waste <br />disposal laws and regulations. Make a hazardous waste determination for any generated hazardous waste material and <br />dispose of them as required and provide results and disposal records to EHD. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing therefor, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal.[HSC25189.5(a)]. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
