E . with the SWRCB Division of Drinking <br /> Water at (209) 948-3963 concerning the requirements for preliminary technical report <br /> submittal prior to issuance of building permits . <br /> If the Water Board determines that an onsite well shall be used as the potable water <br /> source , a permit application to operate Small Public Water System shall be submitted to <br /> the EHD for approval prior to issuance of building permits . To issue a permit to operate, <br /> concurrence from the Water Board is required . A yearly permit to operate a public water <br /> system will be required by the Environmental Health Department prior to sign off of the <br /> certificate of final occupancy (San Joaquin County Development Title , Section 9-602 . 010 <br /> and 9-601 . 030 . ) . <br /> The supplier must possess adequate financial , managerial , and technical capability to <br /> assure delivery of pure , wholesome , and potable drinking water in accordance with San <br /> Joaquin County Development Title , Sections 9-602 . 010 and 9-601 . 030 and C . C . R . , Title <br /> 22 , and Health and Safety Code , Section 116525 116570 . <br /> 4 . Construction of an individual sewage disposal system (s) under permit and inspection by <br /> the Environmental Health Department is required at the time of development based on <br /> the Soil Suitability/ Nitrate Loading Study findings (San Joaquin County Development <br /> Title , Section 9-605 . 010) , <br /> 5 . Any existing wells or septic systems to be abandoned shall be destroyed under permit <br /> and inspection by the EHD (San Joaquin County Development Title , Section 9-605 . 010 <br /> & 9-601 . 020) <br /> 6 . Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title , Section 9- <br /> 601 . 010(b) and 9-601 . 020 (i)) . <br /> 1868 E.
