SAN JOAQUIN <br /> Environmental Health Department <br />COUNTY <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />J & H MARINE INC <br />Facility Address: <br />401 N SAN JOSE ST, STOCKTON <br />Date: <br />February 08, 2022 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br />years during the inspection. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br />with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br />which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br />waste was accepted by the initial transporter. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 2/8/2019 - 2/8/2022 for all <br />hazardous waste including bilge water, oily water, coolant, used oil filters/fuel filters, waste fuel, oily solids. Provide <br />these records and a corrective action statement to the EHD within 30 days. <br />This is a repeat violation, Class II. <br />113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste <br />transported from the site in the past three years. The missing receipts include: waste oil, bilge water, coolant, used <br />oil filters/fuel filters. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Locate a copy of the receipts between 2/8/2019 - 2/8/2022. Maintain the records on-site <br />for three years from the date of shipping and provide a copy to the San Joaquin County Environmental Health <br />Department (EHD). If the receipts cannot be found, provide a statement to the EHD that future receipts will be <br />maintained on-site for three years. <br />This is a repeat violation, Class II. <br />115 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />OBSERVATION: Bills of lading for the recycling of lead acid batteries were not found on site. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.81 Requirements <br />CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to <br />the San Joaquin County Environmental Health Department within 30 days.
