Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COGILXOYZ Site Location: 1395 E PESCADERO AVE, TRACY, CA 95304 <br />Activity Summary <br />Activity Date Recorded by <br />10/07/2022 Drove to address and observed the canal being worked on. Looked inside storm PRESTO <br />drains across the street, no storm drains on canal side. Drains were dry, no liquid <br />or sheen observed. The end of the canal going across the street of Pescadero had <br />an excavator removing debris and shrubbery to allow for flow into the canal from <br />the other end. Spoke with Matt Yearian with Arnaudo Construction who was <br />working on the canal. He said they have not observed any diesel release in the <br />area and they are just working on opening up this canal. Yohandrys Aguilar, <br />Senior Maintenance Worker with City of Tracy Public Works arrived on site and <br />was discussing the canal with Matt. The canal is for irrigation run off. Per Matt <br />there is a drainage basin for irrigation for the new CHP office that is being built that <br />has run into the canal which could be what was reported. Walked along the entire <br />canal. Liquid was observed with a brown color in the canal. Followed the origin of <br />the liquid and it appears to come from the irrigation drainage basin that Matt was <br />talking about. The liquid in the basin and in the canal were similar in qualities. Both <br />brown and muddy. At the other end of the canal was rocks that continued <br />separated the new canal with the dirt canal. The liquid only reached the rocks and <br />did not cross past the rocks. Discuss observed liquid with Yohandry and we both <br />agree that the liquid in the canal looks like water with organic materials. Diesel <br />release at this address could not be verified. <br />Went to YRC to verify clean up at other spill report. Per Dan Lertora, YRC Safety, <br />he believes an employee or driver mis reported the release as 600-gallons. <br />Called and spoke with Fish and Wildlife Warden, Trish Yamaguchi and updated <br />her on 600-gallon diesel release. Discussed that a release was not observed at <br />the provided address 1395 E Pescadero. There was a canal there which had liquid <br />but was observed to be water from a drainage basin. Discussed that there was <br />another report for 75-gallons of diesel that was released down the road at 1535 E <br />Pescadero and a release was observed there but has been cleaned up and did not <br />reach any waterways. <br />Called Rameen with Cal EPA back to update her on the release. Discussed the <br />same information as above with Warden Yamaguchi. <br />10/10/2022 Entered narrative information from 10/7/2022. Saved photos into shared drive.
