Called reporting party, PG&E, <br />Caren Wilhoit who stated approximately 15-gallons of non-PCP transformer oil <br />was released after a powerline fell from a building fire. Per Caren, the fire was at <br />approximately 1:30am 2/21/2022, the release did not affect any storm drains and <br />sampling will not be conducted as the transformer was installed and manufactured <br />in 2001 unless their field investigation warrants sampling. Two transformers fell <br />onto the ground but only 1 released oil. Per Caren the fire department will be <br />knocking down the building and Patriot Environmental Services is on site for clean <br />up. Called lead senior Garrett Backus for assistance on fire. <br />Arrived on site at approximately 9:30am. Spoke with David Munoz, PG&E <br />Foreman on site. He walked me to the transformer that spilled. He stated that <br />PG&E will be taking the transformer back to the PG&E Yard at 4040 W Lane, <br />Stockton. Patriot is on site with their recovered wastes from the clean up. Spoke <br />with Scott Murtishaw, Project Manager with Patriot Environmental Services. They <br />pumped out the transformer and washed the gutter. They generated seven drums <br />of non-RCRA hazardous waste liquid. The wastes will be taken back to the PG&E <br />Yard at 4040 W Lane. Six of the drums were full and one drum was approximately <br />half full. The building is still leaking water due to broken water lines. Per Scott the <br />transformer oil has been cleaned up. Spoke with Erik Patten, Stockton Fire <br />Battalion Chief. The cause of fire was unknown but suspects that a male started <br />the fire. The male suspect was standing on a platform on the building with a gun. <br />The suspect then threw the gun into the fire and jumped in. Per Erik, the suspect <br />disappeared into the fire and his current status is unknown. Oil was observed in <br />the gutter, but it is uncertain where it originated from as the building has a broken <br />water line and is continuously leaking. Walked down to the nearest storm drain <br />and observed a slight sheen. Unable to verify if the sheen was from the <br />transformer or from liquid escaping from the building. The debris in the gutter was <br />blocking flow to the storm drain. Surface clean-up was adequate as pertaining to <br />the transformer. Called lead senior back with update. Upon leaving the site, the <br />front of the building has been removed and the fire department was hosing down <br />the building. Called Richard Stifler with City of Stockton Storm to inform him of the <br />fire and slight sheen observed into the storm drain. Called program coordinator, <br />Melissa Nissim, to inform her of possible injury. Ennailed Public Health Officer and <br />Public Information Officer notice of possible injury at the fire.
