<br />SAN JOAQUIN <br />COUNTY - <br />Environmental Health Department <br /> <br />6reotness groves Time In: <br /> <br />At... <br /> <br />Time Out: <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: PG&E Date: 02/21/2022 <br />Address: 1020 E CHURCH ST, STOCKTON <br />Owner/Operator: Telephone: <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COB7D7UN5 <br />Responsible Party Contact: CAREN VVILHOIT <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />A building fire at 1020 E Church St, Stockton, CA (Rich Doss Inc.) caused powerline to fall which led to a transformer to <br />release approximately 15-gallons of oil into the gutter. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Received a page at approximately 8:19am on 2/21/2022 regarding a transformer spill from a fire. Arrived on site at <br />approximately 9:30am on 2/21/2022. Met with David Munoz, PG&E foreman on site. David walked me to the spill area. Two <br />transformers fell but only one released oil. Approximately 15-gallons of oil was released. Patriot Environmental Services is on <br />site and completed clean-up. PG&E will bring the transformer back to the PG&E Yard (4040 W Lane, Stockton). The building <br />fire has been put out, but is still smoking. Spoke with Stockton Fire Battalion Chief on site, Erik Patten, who stated that the <br />cause of fire is unknown but the building will be sprayed down. The fire was put out with water, no foam was used to Erik's <br />knowledge. Spoke with Scott Murtishaw with Patriot Environmental Services who stated they pumped out the residual <br />contents of the transformer and washed and vacuumed up the areas affected by the transformer oil. Seven 55-gallon drums <br />of non-RCRA hazardous waste liquid were generated (6 full, 1 approximately half full — approximately 356-gallons of waste). <br />Hazardous waste drums will be taken to the PG&E Yard (4040 W Lane, Stockton) for disposal. Clean up of the transformer oil <br />spill has been completed. The building was in the process of being sprayed down by Stockton Fire upon departure of site. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)].
