2 . DEPARTMENT OF PUBLIC WORKS ( Contact : [209 ] 468 - 3000 ) a . A City of Stockton encroachment permit shall be required for all work within City right- of-way . A copy of the permit shall be submitted to Public Works for the file . b . Prior to issuance of the grading permit , the driveway approach in the City of Stockton right- of-way shall be improved in accordance with City requirements . c . A County encroachment permit shall be required for all work within the County road right - of- way . ( Note : Driveway encroachment permits are for flatwork only — all vertical features , including but not limited to fences , walls , private light standards , rocks , landscaping and cobbles are not allowed in the right- of- way . ) ( Development Title Sections 9 - 1145 . 4 and 9 - 1145 . 5 ) d . The Traffic Impact Mitigation Fee shall be required for this application . The fee is due and payable at the time of grading permit application . Prior to release of the grading permit , the owner sh-al;- enter into an agreement with San Joaquin County for post - construction maintenance of stormwater quality facilities . J . Prior to release of the grading permit the applicant shall submit the Storm Water Pollution Prevention Plan ( SWPPP ) to Public Works . A copy of the approved SWPPP and all required records , updates , test results and inspection reports shall be maintained on the construction site and be available for review upon request .
