SAN JOAQUIN <br /> Environmental Health Department <br />—COUNTY <br />. , Greatness grows here. <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: CITY OF STOCKTON Date: Jan 28, 2023 <br />RP Mailing Address: 425 N EL DORADO ST Record ID#: COHLHAQRP <br />STOCKTON, CA 95202- <br />Program Element: 2546 <br />Spill Location: CORONADO AVE, STOCKTON Release/Spill Response (excluding Joint Team) <br /> <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />11,848 GALLONS OF SEWAGE WERE RELEASED DUE TO A FAILED FORCE SEWER MAIN AIR RELEASE VALVE. <br />OBSERVATIONS: <br />EHD received CalOES spill report (#23-0805) on 1/28/23. Spill occurred on the easement at East Fulton St and Coronado <br />Ave. in Stockton, CA. <br />Approximately 11,848 gallons of sewage were released due to a failed force sewer main air release valve. The release is <br />believed to have started at approximately 10am and went on for at least 1 hour. The responsible party is the City of <br />Stockton. Sewage was released onto the soil and down both streets. Most of the sewage was contained in the wet well. 2 <br />residences were impacted and have sewage in their backyards. The addresses of those homes are 3621 Coronado Ave <br />and 3629 Coronado Ave. I arrived on site and met with Chris DeVore, MUD supervisor, who stated that the soil and <br />vegetation that has been collected in dump trucks is being taken to 2500 Navy Dr., Stockton CA. Per Chris, the area will be <br />blocked off and clean up will start back up tomorrow 1/29/23. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />'1 Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />n Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Li Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately. <br />Submit copies of hazardous waste manifests/disposal records to the END. <br />Submit final disposal records and any hazardous waste determination documents to the END. <br />Ei Other Correction <br /> <br />WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE EHD 25-01 Rev. 9/16/2020 Page 1 of 2 <br />1868 E.
