Environmental Health Department SAN:JOAQUIN if j —COUNTY - <br />Lireatness grows hei <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: PG&E <br />Date: Feb 03, 2023 <br />RP Mailing Address: PO BOX 7640 <br />Record ID#: COJSVQZES <br />SAN FRANCISCO, CA 94120- <br />Program Element: 2546 <br />Spill Location: 2121 N ZUCKERMAN RD, STOCKTON <br />Release/Spill Response (excluding Joint Team) <br /> <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />A well was in the process of being abandoned when hydraulic oil was observed in soil beneath the cement well cellar floor. <br />OBSERVATIONS: <br />Per Ralph Roberts, the discovery was made while PG&E was in the process of abandoning a well. The crew removed the <br />cement well cellar floor and excavated approximately 7 feet down when they encountered oil in the soil. It is unknown where <br />the oil came from or how long it had been there. Per Ralph, PG&E will excavate the area further and remediate the <br />contaminated area. Cleanup is currently scheduled to take place on 2/6/2023. <br />VIOLATIONS: <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Ei Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />CORRECTIVE ACTIONS / ORDER: <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately clean all contaminated areas including any contaminated ground water. <br />" Submit copies of hazardous waste manifests/disposal records to the EHD. <br />Submit final disposal records and any analytical results to the EHD. <br />Other Correction <br />COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br />rate.
