Received complaint indicating ERNEST <br />RP stated that due to the storm a manhole is overflowing causing the release and <br />impacting a storm drain. The amount is unknown but the RP will update once the <br />investigation is complete. Called Ben Guzman of Pacific Garden Sanitary District <br />PHONE #: 209-468-3090. Left a message indicating I received a spill report, am <br />looking for information, and call back number. Discussed call with Stacy Rivera <br />EHD. Received update from Richard Stiffler, and discussed site disposition and <br />City of Stockton response. Sewage spill was on going. Decided to make a site <br />visit. Arrived on site at approximately 4:00 PM, drove around the area to observe <br />areas of sewage contamination. Observed a sanitary man hold cover overflowing <br />with sewage water and solids. The sewage water was pooling on the corners of <br />Ryde Ave and Del Rio, and Stiles Place and Del Rio. Provided a map for Elena <br />Manzo. Referred site to Fish and Wildlife. Discussed how City of Stockton will <br />follow up with Richard Stiffler. Richard Stiffler indicated due to the rain, City of <br />Stockton will wait for the rain to stop, and assess and clean contamination later. <br />Left site at approximately 4:48 pm. <br />01/01/2023 Cal OES Control #:22-7673. On 1/1 received message from Elena Manzo to follow ERNEST <br />up with Richard Stiffler. Called Richard Stiffler and left voice mail at 9:00 AM and <br />called again at 10:00 AM with no answer. Discussed situation with Elena Manzo <br />and decided to do a site visit. Started to get ready at approximately 11:00 AM <br />arrived on site at approximately 11:40 AM. Observed sewage contamination at the <br />corner of Ryde and Del Rio. Took photos of affected areas for the photos <br />forwarded photos to Elena Manzo. Left area at approximately 12:12 PM. <br />Call Richard Stiffler at approximately 2:30 PM and discussed cleanup efforts. <br />Richard Stiffler indicated main efforts are to clean storm water lines and after to <br />clean sewage affected areas. He indicated he would provide updates on cleanup. <br />01/04/2023 Cal OES Control #:22-7673. ERNEST <br />Worked on submitting overtime for previous week D week. Forwarded spill report <br />to Steven Shih. Generated a generic official inspection report for the facility. Sent <br />OIR to Richard Stiffler. Worked on overtime submittal. <br />01/09/2023 Reviewed the complaint and called Mr. Guzman at the Pacific Garden Sanitary SUSZYCKI <br />District. No one answered, but I left a message. <br />01/18/2023 Received a call from the sanitary district stating that the blockage had been SUSZYCKI <br />cleared and the sewage cleaned-up as much as possible. <br />5105 rpt Page 1 of 2
