Environmental Health Department <br />AMENDED <br />3/30/2023 <br />Aboveground Petroleum Storage Act Inspection Report <br />Date: <br />December 08, 2022 <br /> Facility Address: <br /> 809C SNEDEKER AVE, STOCKTON <br /> Facility Name: <br /> CANARY RENEWABLES CORP <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 706 CFR 112.8(c)(2) Failed to provide and maintain adequate secondary containment for bulk storage tanks. <br />OBSERVATION: The facility failed to provide and maintain secondary containment for bulk storage tank installations <br />sufficient to hold the capacity of the largest container, including adequate freeboard for precipitation. <br />The tanks in the biodiesel storage tank farm were observed with insufficient secondary containment. Liquid <br />accumulation was observed in the diked containment area. Per facility's Compliance Manager, Patrick Samson, the <br />liquid accumulation is rain water and could potentially be from pipe replacements that occurred 3 weeks ago. Liquid <br />in in the containment diked area also went into drains which are also included as part of the secondary containment <br />per SPCC Plan. Patrick stated the rain water was left in the secondary containment and was not removed right away <br />because they anticipate more rain was coming and they were going to clean it out after all the rain. Leaving the rain <br />water and other liquid accumulation in the diked areas takes up containment space needed in the event of a tank <br />release or another rain storm. The amount of liquid accumulated in the secondary containment can interfere with the <br />containment capacity if a tank were to have a release before this liquid is removed from the diked area (waiting until <br />rain ceases). <br />REGULATION GUIDANCE: 112.8(c)(2) Construct all bulk storage tank installations (except mobile refuelers and <br />other non-transportation-related tank trucks) so that you provide a secondary means of containment for the entire <br />capacity of the largest single container and sufficient freeboard to contain precipitation. You must ensure that diked <br />areas are sufficiently impervious to contain discharged oil. Dikes, containment curbs, and pits are commonly <br />employed for this purpose. You may also use an alternative system consisting of a drainage trench enclosure that <br />must be arranged so that any discharge will terminate and be safely confined in a facility catchment basin or holding <br />pond. <br />CORRECTIVE ACTION: Immediately maintain adequate secondary containment for the following bulk storage <br />tanks: biodiesel storage tank farm.
