Inspection Results: <br />The base material under the insulation was wet and corroded in several areas. The insulation was <br />not sealed, allowing moisture to penetrate to the steel base material. Water was trapped <br />between the insulation and silos causing the condition known as Corrosion Under Insulation <br />(CUI). Repair insulation on T-612 - T-618 and consider installing inspection ports to prevent <br />further water intrusion and CUI. <br />The containment area was heavily saturated with oil and small cracks in the containment floor <br />and walls were observed. Improve housekeeping practices to maintain the secondary <br />containment clean and dry to detect discharges of oil from silos and implement overfill <br />prevention procedures. <br />158 UT reading were taken along the seven silos. Below is the data collected; readings in red <br />indicate that the remaining thickness is below 50% of the original thickness. Tank repair is <br />required at 25% of the original shell thickness. NR (Not Readable) means that access was limited <br />preventing UT survey by ground or mechanical lift. <br />T-612 – Generally good readings. However, insulation was compromised and had resting water <br />saturated and sitting up against the shell and pooling on the roof. There were two points on <br />the roof that could not be read because of the surface corrosion that needs further testing with <br />insulation removed from those areas. <br />T-613 – There were 4 points that had more than 50% corrosion as shown on the reporting and <br />the thinnest point had a remaining thickness of approximately 39%. Additionally, the insulation <br />was saturated and holding water to the shell contributing to corrosion. <br />T-614 – Generally good readings. Insulation appeared intact, but some areas of saturation were <br />noted. <br />T-615 – There were 2 points that were 50% below original thickness. Also the insulation was <br />bubbling and compromised allowing water to penetrate to the steel tank. <br />T-616 – All readings of this silo showed nominal with no issues. It should be noted that T-616 <br />had very limited access therefore, readings were limited. Insulation was also compromised in <br />some areas. <br />T-617 – All readings of this silo showed nominal with no issues. It should be noted that T-617 <br />had very limited access therefore, readings were limited. Insulation is showing signs of <br />deterioration and requires repair. <br />T-618 – There were 1 point below 50% of the original thickness.
