Hazardous Materials & Waste Contingency Plan <br />Kaiser Permanente Tracy Medical office <br />1/01/2023 - 12/31/2023 <br />The Emergency Coordinator (Safety Officer) has authority to implement the contingency <br />pIan. In the event of an emergency, the following personnel shall take responsibility as <br />Emergency Coordinator (Appendix A and B). In the absence of the Emergency Coordinator, <br />the Administrator -On -Call is responsible. <br />The cell phone number of those assigned as Emergency Coordinators will be maintained on <br />file in the Operator's Directory. Whenever there is an imminent or actual emergency <br />situation, the emergency coordinator (or designee) shall immediately: <br />• Activate internal facility alarms or communication systems, where applicable, to notify all <br />facility personnel; and <br />• s with designated response roles if their help is <br />Notify appropriate State and local agencie <br />needed. <br />dinator hall <br />Whenever there is a release through spill, fire, or explosion, the emergency coors <br />immediately identify the character, exact source, amount, and extent of any released <br />materials. The emergency coordinator may do this by observation or review of the facility <br />records or manifests and, if necessary, by chemical analysis. Concurrently, the emergency <br />coordinator shall assess possible hazards to human health or the environment that may result <br />from the release, fire, or explosion. This assessment shall consider both direct and indirect <br />effects of release, fie, or explosion (e.g., the effects of any toxic, irritation, or asphyxiating <br />gases that are generated, or the effects of any hazardous surface water run-offs from water or <br />chemical agents used to control fire and heat -induced explosions). If the emergency <br />coordinator determines that the facility has had a release, fire or explosion which could <br />threaten human health, or the environment, outside the facility, the emergency coordinator <br />shall report the findings as follows: <br />If the emergency coordinator's assessment indicates that evacuation of local areas may be <br />advisable, the Emergency Coordinator shall immediately notify appropriate local <br />authorities. The emergency coordinator shall be available to help appropriate officials <br />decide whether local areas should be evacuated. The evacuation should take place to the <br />department's designated assembly area (see each departmental plan) unless advised <br />otherwise. <br />The emergency coordinator shall in every situation immediately notify the State Office of <br />Emergency Services (OES) / California Emergency Management Agency (CalEMA) and San <br />Joaquin County OES or Stanislaus County Environmental Resources. <br />The report shall include: <br />• Name and telephone number of reporter. <br />• Name and address of facility. <br />• Time and date of incident (e.g., release, fire). <br />• Name and quantity of material(s) involved, to the extent known. <br />• The extent of injuries, if any. <br />• The possible hazards to human health, or the environment, outside the facility. <br />During an emergency, the emergency coordinator shall take all reasonable measure necessary <br />to ensure that fires, explosion, and releases An <br />not occur, recur, or spread to other hazardous <br />waste at the facility. These measures shall include, where applicable, stopping processes and <br />operation, collection and containing released waste, and removing or isolating containers. <br />
