SANJOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />HUNT & SONS INC - ARCH ROAD CARDLOCK <br />4733 S HWY 99, STOCKTON <br />June 22, 2023 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />214 <br />CCR 2712 Failure to comply with UST operating permit conditions. <br />OBSERVATION: A cold start was performed on Veeder Root TLS 350 (monitoring panel) on May 4, 2023 and EHD <br />was not notified. <br />REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br />performed by a properly licensed, trained, and certified contractor pursuant to the EHD's policy and a permit <br />obtained within one business day from the EHD. All other repairs must have a permit submitted to and approved by <br />the EHD prior to beginning work. <br />CORRECTIVE ACTION: Immediately Contact EHD for the UST component repaired. Failure to contact EHD <br />penalty applies. <br />This is a minor violation. <br />304 <br />CCR 2631(a); HSC 25290.1(c) Failure to construct, operate, and maintain primary containment as product -tight. <br />OBSERVATION: Oily stains were observed in the under dispenser containment sumps (UDCs 5, 8, 9 and 10) <br />indicating a leak in the primary containment. <br />REGULATION GUIDANCE: All primary containment for the UST system must be product tight. <br />CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the <br />failed component(s), under permit and inspection of the EHD if necessary. <br />This is a Class II violation. <br />319 <br />CCR 2635, 2637.2, 2665, 2712 Failure to comply with overfill prevention equipment requirements. <br />OBSERVATION: Overfill prevention testing was last performed on 5/23/2019 (supposed to have been conducted <br />by 10/2018) the next testing was due on 10/2021 and was completed on 7/21/2022, nine months past due. <br />REGULATION GUIDANCE: Overfill prevention equipment inspections were required to be conducted by October <br />13, 2018, and every 36 months thereafter, and within 30 days of completion of a repair. <br />CORRECTIVE ACTION: Take all necessary precautions to ensure testing is performed in a timely manner. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 7/22/2023 . <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in -office CERS help will be provided at EHD hourly rate <br />($156).
