Stated that there is a GAITAN <br />potential release from a boat that is submerged. Asked if the boat was secured <br />and if any oil were being released at the moment. Chris stated that the boat was <br />tied to the dock and no oil was observed in the water. Notified Chris that I would <br />contact him back. Contacted Muniappa Naidu (Program Coordinator), after <br />discussion it was determined that I can follow up on boat status tomorrow. <br />05/21/2020 Received a complaint from Jason Gaitan, EHS. A boat in a marina located at 715 ALANIZ <br />W Weber Ave started to leak oil. Jason updated me on the complaint. He was <br />going to be writing a notice to abate to the boat owner and generating a prop 65. <br />Gave him the parcel owner information for the prop 65. <br />05/21/2020 Contacted Chris Magro, Marina Manager, stated that boat is submerged and that GAITAN <br />boat has not been removed from the water. He stated that the boat owner's <br />insurance would not cover the removal. I requested boat owner's information and <br />photos of the boat. Received boat owner's information. Requested photos from <br />Chris on how the water looks. Received and reviewed the photos. Contacted Chris <br />and let him know that it appears a sheen can be seen in the water. He stated that <br />he can see the sheen and that he talked to the boat owner and stated the tank <br />was about a 1/4 full. He stated approximately 1-2 gallons of oil were released. <br />05/21/2020 Updated Elena Manzo (Lead Senior REHS) and John Alaniz (REHS) on boat spill. GAITAN <br />05/21/2020 Contacted Matt Plaza, warden for fish and wildlife. Notified him on complaint. He GAITAN <br />requested that the marina makes a Cal-Oes Spill Report and that EHD notify him if <br />we feel that Fish and Wildlife needs to be on site. Let him know that Marina <br />Manager has been notified to call Cal-Oes. <br />05/21/2020 Contacted Kenneth Scott, responsible party. Discussed complaint, notified him <br />that I will be generating a notice to abate. He stated that he has diver scheduled to <br />come out tomorrow, I asked what company he contacted, he did not remember. <br />He stated that he would keep the booms around the boat and periodically replace <br />the absorbent pads. I asked if it appeared, that oil were still out in the water, he <br />stated that it is not. He stated that the odor is no longer there and that he is placing <br />additional absorbent pads as a precaution. Notified him that San Joaquin county <br />charges for time spent on a complaint and let him know that John Alaniz (REHS) <br />will be heading to the marina to verify the gasoline release. <br />GAITAN <br />5105 rpt Page 1 of 4
