Unknown cause. Spill <br />occurred on soil. Per Alex Steele, clean up could not be completed due to muddy <br />ground making vehicle access inaccessible. Plastic sheeting was placed over spill <br />due to expected rain event on 11/8/2021. <br />Clean-up is schedule to occur on Thursday 11/11/2021. No storm drains or water <br />ways impacted. <br />Immediately clean the mineral oil on soil. Please be aware that all impacted soil <br />has to be excavated and disposed of under the appropriate waste manifesting <br />procedure [HSC 25160 (b)(3)]. The disposal of any hazardous waste, or the <br />causing thereof, is prohibited when the disposal is at a facility which is not <br />permitted or authorized for hazardous waste disposal. [HSC 25189.5 (a).] Please <br />ensure that all necessary spill notifications to other agencies are made. Notify <br />EHD (48-hours) in advance of any cleanup activities. Provide disposal records for <br />all generated wastes. <br />Phoned Alex Steele, 209-401-9719, of PG&E. Per Alex Steele, 10 gallons of <br />mineral oil spilled onto soil from a pole with two mount transformers that had <br />equipment failure at the pole resulting in the transformer striking the ground and <br />releasing the mineral oil. Access to the release is difficult due to muddy roads. <br />Clean-up date is pending. Per Alex Steele, the impacted soil was covered with <br />plastic due to expected rain.
