Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COKAINVJLE Site Location: B STREET AND BOEING WAY, STOCKTON CA 95206 <br />Activity Summary <br />Activity Date <br />02/11/2023 10:12am-12pm-Received a page from 209-464-4650 and was transferred to the <br />Stockton Fire Department dispatch. Was provided the phone number for Captain <br />Robert Newman (209-689-8958). Spoke with the captain who informed me that <br />the there had been an accident between 2 big rigs on B Street and Boeing Way in <br />Stockton CA. One of the big rigs is a fuel tanker truck and was tipped over during <br />the accident. Per Captain Newman who was on scene only approximately 3-5 <br />gallons of Diesel had been released so far from the truck's fuel tank and the 3,500 <br />gallon fuel tanker. The saddle tank was patched up by the fire department. No <br />waterways or storm drains were impacted. The responsible party is Diesel Direct <br />and I received a photo of the person on scene. John Weihrouch, director of <br />operations and compliance, (209) 410-8970 was on scene and informed me that <br />they contract Ambrose Environmental to do their clean ups but he also stated that <br />the spill was manageable enough that they, Diesel Direct, could also do the clean <br />up. I informed John that they do not currently report that they are a remote <br />consolidator and therefore if they did want to haul this waste off to their 3861 <br />DUCK CREEK CIR, STOCKTON, 95215 location they would need to report that to <br />CERS. Or they can hire out their contractor. John confirmed that the used <br />absorbent that would be generated would be hauled and disposed of as <br />hazardous waste. Currently they were waiting to get the vehicle upright and then <br />after that they would conduct clean up. I asked John to check the soil once the <br />vehicle was put upright, to check for any contamination. <br />Spoke with Lead Haza. Generated complaint, saved photos received and <br />completed narratives. <br />1:24pm-Checked in with John on the status of the site. He stated the fuel from <br />inside the tanker was still being offloaded and the truck itself has not been placed <br />upright. <br />Recorded by <br />GARCIA-MEJIA <br />2pm-Received a call from Haza and discussed the complaint. <br />3:24-Received a call from John stating that the truck was placed upright and that <br />clean up was almost comlete. He stated he would provide me photos of the final <br />clean up. He confirmed that no soil was impacted. <br />4:24pm-Called John because photos had not been received. Per John <br />approximately 35 gallons of used absorbent were generated and were taken back <br />to their facility (3061 Duck Creek) to be disposed of as hazardous waste. <br />Generated a report and emailed it to John at <john.weihrouch@dieseldirect.com>, <br />saved photos received, completed Prop65 information and completed narratives. <br />02/11/2023 ER Supervisory calls: 10:42am-12:42pm for helping Gaby with ER call. Since the <br /> SAEED <br />spill less than 5 gallons and Fire Dept and RP onsite- Decided No Response <br />needed. Clean-up completed on the same day by RP. <br />02/13/2023 Filled in information from parcel viewer for the complaint. Generated Prop 65 and <br /> GARCIA-MEJIA <br />provided it to Kim to be mailed out. <br />03/10/2023 Checked the facility CERS. Emailed John Weihrouch <br /> GARCIA-MEJIA <br /><john.weihrouch@dieseldirect.com> to remind him that he needs to go into CERS <br />and select that this facility is a remote consolidator. Received an email and <br />voicemail from John wanting to know how to go about reporting that the facility is a <br />remote consolidator. I called John back and walked him through how to make a <br />submittal to report that they are a remote consolidator. Confirmed that CERS <br />submittal was made, printed out all necessary forms and abated the complaint. <br />5105. rpt Page 2 of 2
