I contacted Cal Rainey (Director of Call Center Operations) of ERTS
at 440-399-1216. Per Cal, the incident happened at approximately 11am and he
was unsure what caused the release. Per Cal, only asphalt was impacted. Cal
stated that they have contracted Ancon for clean-up and Ancon would arrive at the
scene in approximately 10 minutes. I contacted Juan Armendariz of Caltrans who
directed me to Loren Shelton. I contacted Loren Shelton at 209-483-4466. Per
Loren, he was on his way there and would update me once he arrived.
I generated a complaint record and updated program coordinator Elena Manzo.
I met with Manual Cias and Alejandro Samano of Ancon at the site location. Upon
my arrival, the crew was sweeping absorbent into a black metal 55 gallon drum. I
observed staining on the shoulder (asphalt only) of westbound highway 205. No
waterways or soil were impacted. The clean-up was not adequate after the first
round of absorbent. The crew applied more absorbent onto the impacted asphalt,
brushed the absorbent into the impacted areas, and swept the absorbent into the
same 55 gallon drum. The waste absorbent filled up approximately one-third of the
drum. The clean-up is complete. Per Manual Cias, of Ancon, the diesel
contaminated absorbent will be taken to their yard located at 1015 W. Fyffe Street
in Stockton, CA. Manual states that the waste will be disposed of at a later time.
Per Cal Rainey of ERTS, the spill was approximately 60 gallons from a fuel tank.
The truck and driver involved in the incident were no longer at the site location
when I arrived.
05/05/2022 Completed prop 65. Completed the inspection report and emailed it to
brian.yazemboski@penske.com and crainey@ertsonline.com. Completed the
emergency response record and site map. Printed the photos I received from
Manual Cias of Ancon via text on 05/04/2022. The text included photos of the
impacted area before clean-up, after clean-up, the 55 gallon drum, the hazardous
waste label, and manifest 022228378JJK. Completed photo log and generated
the complaint investigation form (5104).
Recorded by
VANG-LEE
VAN G-LEE
06/08/2022 I left a voicemail message for Manual Cias of Ancon at 916-546-0216 requesting VANG-LEE
for a copy of the final manifest.
06/09/2022 Emailed Cal Rainey of ERTS (crainey@ertsonline.com) and Brian Yazemboski of VAN G-LEE
Penske (brian.yazemboski@penske.com) requesting for the final manifest for the
diesel contaminated absorbent sand generated during the 5/4/2022 clean-up.
5105.rpt Page 1 of 2
