SAN JOAQUIN <br />Y <br />Environmental Health Department <br />Time In: <br />Time Out: <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: WESTBOUND HIGHWAY 205 Date: 05/04/2022 <br />Address: 0 W HIGHWAY 205 , TRACY <br />Owner/Operator: PENSKE Telephone: (561) 584-2031 <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: COZLOAEVA <br />Responsible Party Contact: BRIAN YAZEMBOSKI <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />60 gallons of diesel was released and impacted asphalt. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />I met with Manual Cias and Alejandro Samano of Ancon at the site location. Upon my arrival, the crew was sweeping <br />absorbent into a black metal 55 gallon drum. I observed staining on the shoulder (asphalt only) of westbound highway 205. No <br />waterways or soil were impacted. The clean-up was not adequate after the first round of absorbent. The crew applied more <br />absorbent onto the impacted asphalt, brushed the absorbent into the impacted areas, and swept the absorbent into the same <br />55 gallon drum. The waste absorbent filled up approximately one-third of the drum. The clean-up is complete. Per Manual, the <br />diesel contaminated absorbent will be taken to their yard located at 1015W. Fyffe Street in Stockton, CA. Manual states that <br />the waste will be disposed of at a later time. Per Cal Rainey of ERTS, the spill was approximately 60 gallons from a fuel tank. <br />The truck and driver involved in the incident were no longer at the site location when I arrived. <br />Provide hazardous waste determinations and waste/hazardous waste disposal records for impacted material to the EHD. <br />Please be advised that the disposal of any waste [HSC 5411] or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)1. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
