CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> INSPECTION REPORT <br /> 20 January 1987 <br /> DISCHARGER: FORWARD LANDFILL <br /> LOCATION &< COUNTY: Austin Road, 5-miles south of Stockton , San Joaquin <br /> County <br /> CONTACT (S) : Greg Basso, President of Forward , Inc. <br /> INSPECTION DATE: 16 January 1987 <br /> INSPECTED BY: Timothy Crandall <br /> ACCOMPANIED BY: Ray LeCierc, Department of Health Services- Toxics <br /> Rich McJunkin, Department of Health Services- Toxics <br /> Greg Basso _. <br /> OBSERVATIONS AND COMMENTS: <br /> Ray LeClerc , Rich McJunkin, and I visited the Forward Landfill so <br /> that Ray and Rich could see the site for the first time and I <br /> could inspect the new Class III landfill for nonhazardous solid <br /> waste. We met Greg Basso at the landfill and drove around the <br /> site inspecting the monitoring wells and the Class II trenches. <br /> Afterwards, I drove to the new Class III landfill . The new <br /> landfill is an extension of the solar pond area excavation, -1 <br /> extending that area to the west. The new landfill is 25 feet deep <br /> and approximately 175 feet by 75 feet. Walls on the north and <br /> south sides of the landfill slope at approximately 45 degrees. <br /> The west wall is vertical There is no east wall since this new <br /> landfill is an extension of the existing solar pond excavation. <br /> The floor of the landfill is compacted soil and has a crown <br /> running north and south dawn the centerline. Each side of the <br /> crown is sloped downward to a gravel filled leachate collection <br /> trench. These trenches run the full length of the landfill and <br /> contain at least one foot of gravel . There is supposed to be a <br /> leachate collection sump at the south end of the landfill , but I <br /> could not see it. I did see a large diameter PVC pipe at the top <br /> of the landfill that appeared to lead to the leachate sump. A low <br /> (three feet high) clay barrier separated the solar pond <br /> excavation from the new landfill . I measured the slope of the <br /> floor- using a hand level and measuring tape and found the slope <br /> from the centerline to the east and west to be -1 . 5X. The slope <br /> from north to south was 0.9%. <br /> This landfill was constructed without the knowledge or approval <br /> of the Regional Board and consequently I cannot approve this <br /> landfill until I receive plans and an engineering certification <br />
